A high level document

This is a high-level document that is the Plan for a Project as a whole. It provides the framework for the individual Phase or Stage Plans, usually as a network of Phases or Stages, together with an outline of what each Phase or Stage is to achieve. Internal detail about each Phase or Stage will usually only be provided by its Phase or Stage Plan. The corresponding document for a Bid is the Bid Plan.

A structured view

This structure allows the Project Board to focus on the big picture. The Project Plan gives them the information they need to check that:

  • the Project is on course to meet its Business Case
  • whether a Phase or Stage is on target (Budget)
  • Products will be delivered to a satisfactory level of Quality
  • Products will be delivered on time.

First produced during Bidding

A first draft of the Project Plan should be produced during the Bid (see Develop Solution and Price Solution). It is part of the Provisional Project Materials.

It might be amended during the negotiation of a Contract with the Customer (see Agree Customer Contract and Set Up Contracts), and will be handed over to the newly-appointed Project Executive as the Project is first set up (see Launch Project and Appoint Management).

Avoiding duplication

Although a Project Plan may have subject headings which are similar to those in a PID, it should not duplicate what the PID contains. Generally the PID will deal with matters that are common to the Project as a whole (overall approach, broad quality expectations), while the Project Plan will be concerned with describing:

  • how overall Plan is intended to work
  • the network of Phase/Stage Plans
  • drawing attention to specific points about the relationships between Phases/Stages(e.g. dependencies, particular resource requirements)
  • unusual technical matters (approaches to design, quality or testing that are shared by certain Phases or Stages only).

The discussion of internal points relating to a single Phase only, should be addressed in the relevant Phase/Stage Plan.
