The centre of a well-managed Project is the person, or the group of people, who have overall authority. This is the main role of the Project Executive and the other members of the Project Board. They are responsible for authorising their Project's expenditure, reviewing its viability, and agreeing Changes to the basis on which it was set up.
In addition to their formal role, the members of the Project Board will be a valuable source of experience and advice. They will play a continuing and essential role in guiding, advising, and supporting the Project Manager, from the start to the finish of the Project.

Whatever a Project's size, to maintain progress and minimise wasted expenditure, it must be subject to some formal rules. The Project Board is reponsible for applying these rules. It reviews the Plans, Reports, and Requests for Change that the Project Manager prepares and submits for Approval and Authorisation. The key criterion that they will apply is whether the Project is viable and should continue, or is no longer viable and should be terminated.

An informal discussion will often facilitate the formal work of the Project Board. It will help a Project Manager to clarify his/her options, for example when deciding how to implement a Request for Change, or to resolve potential conflict over what the Customer Contract says.
