Resources - people, services and Facilities

Resources are the people, services and Project Facilities needed to manage and execute a Bid Plan and/or Project Plan.

People

The people will include all the members of the Bid Team or the Project Management Team, and the members of the Project Team(s) assigned to develop the Specialist Products. To ensure that the work they have to do is clear, all the people assigned to the Bid or the Project will have either Job Descriptions or Activity Records or both (see Delegate Work).

Services

Services are packaged skills or functions, and are often specialist in nature. Usually they are provided by people drawn from a pool, and the service is defined in terms of an effect - for example cleaning offices, or maintaining and calibrating equipment. Those providing the service will not be identified or scheduled individually in a Plan.

Facilities

Facilities are the “non-personnel” Resources of a Bid or a Project. They include the Bid or Project’s Filing System, Control Systems, Premises, IT hardware and Software Tools (e.g. Planning Tools; Time Recording Systems).

Confirming Resource assignments

In arranging for Resources of either kind to be available to a Bid or a Project, it is vital for the Bid Manager or the Project Manager to ensure that the details of their availability and assignment (extent (full or part-time); dates, terms (price, warranty support), etc) are confirmed formally with the “owner” of each Resource – the Resource Manager. That is the purpose of a Resourcing Agreement and one will be needed for every Resource a Bid or a Project deploys.

At the start, and at the end

Before the start of an assignment each Resourcing Agreement will be signed by a member of the Bid or Project Management Team as appropriate. As each assignment ends, the appropriate member of the Bid or Project Management team will countersign the Resourcing Agreement, to confirm the formal end of the assignment and the release to the Resource Manager of the assigned Resource(s).

The format of a Resourcing Agreement

The Agreement itself may be simply an email or a written note – or it may be something more substantial. The choice here (as in many such cases) is up to the Bid Manager or Project Manager.

External Resources

Resourcing Agreements are also required for Resources assigned by Joint Bidders or Direct Suppliers. In this case a Resourcing Agreement signed by a Joint Bidder or a Direct Supplier, can for pricing and planning purposes be treated as a firm quotation, and as a binding commitment to supply, subject for example to a decision to Bid, or to the award of a Contract by a Customer following a successful Bid.
