Project Mandate

This is a vital part of the formal basis of a Project. It can take a variety of forms, depending on the genesis of a project, ranging from a simple email or letter, to a separate document.

A draft Project Mandate should be prepared during a Bid (see Produce and Submit Bid). It will normally be part of the Provisonal Project Materials, included in the Bid File, but if it was not prepared earlier, it will be produced by or for the Project Sponsor, as the Project is launched.

The Project Mandate will include enough information for the Project Executive, appointed by the Project Sponsor, to understand: what the Project is to achieve, the main points of its draft Business Case, and to identify the key points of contact in the Customer organization. With this information and a memo or email from the Project Sponsor appointing him or her, the Project Executive has a complete Project Mandate.

From very early in the Project the Project Mandate is incorporated into the PID (where it would be updated should the need arise).
