A Report on a Bid from its Independent Review Team. It is focused on the technical solution that is to be proposed to the Customer.

The Report should describe:

  • the aspects of the Proposal that were reviewed
  • the review’s findings and recommendations for each aspect
  • actions taken by or agreed with the Bid Team in response to those findings and recommendations
  • the current status of each aspect, as perceived by the Independent Review Team
  • the expected Risks of the ensuing Project if the company should be awarded the Contract
  • an overall Risk Assessment, in the range very low to very high (see Capture and Manage Risks and Manage Risks).

The Report should clearly identify all members of the review team, with contact details. It should include a section for each main issue addressed by the review, and show who produced each section.

For each aspect reviewed there should be a very concise summary showing its perceived status. The recommended technique for illustrating status is traffic-light colour (RAG) coding – Red for danger, Amber for warning or Green for OK. There should also be a single overall status summary, representing the consensus of the members of the Independent Review Team.
