Controlling Specification

A document (possibly several) that is (are) the basis for the development of Specialist Products. It may be included with a Statement of Requirements, an End User Requirement, a Customer Request (RFP/ITT), a Functional Specification or a Design Brief. A Controlling Specification will often be attached to a Contract with an End User or a Customer.

In addition to stating certain business requirements, it will specify technical requirements, parameters, performance, characteristics, and constraints. It is used as the basis for judging whether all the Specialist Products identified in it:

  • have been delivered
  • are Acceptable
  • meet the End User's or the Customer's Requirement.

The End User's or Customer's Requirement will usually include a number of business needs such as improved efficiency, better communication and increased customer satisfaction. Some requirements straddle the technical/business boundary, for example the performance of Specialist Products and their interfaces with existing business systems, plant, or operations.

In The Guidepost (B&P), a Controlling Specification will typically be one of the set of Commercial Documents.
